General Information
This website (www.uruncan.com) is the personal site on which Orhan Ürüncan YÜCEL shares his academic work, activities, announcements and course content. It is not the official website of any natural or legal person; any public or private institution, organisation or business; any civil society organisation; or any group, network, project, publication, event or brand, whether or not it has legal personality; it does not represent, speak for or bind any of them. The content and views on this site are solely those of the site owner; links to external content do not imply endorsement. This page explains, within the framework of the Turkish Personal Data Protection Law No. 6698 (KVKK), which information is processed when you visit the site (KVKK Art. 10). For the limited processing carried out through this site, the data controller is the site owner (KVKK Art. 3/1-ı).
Hosting and Technical Data
The site is hosted on Google’s Blogger service. As pages, fonts and images are delivered from Google servers, these servers may process technical data such as your IP address and browser information in order to establish the connection. These servers may be located outside Türkiye, and this processing takes place under Google’s responsibility: Google: Privacy Policy. The site owner has no access to this technical data; Blogger provides the site owner only with non-identifying statistics such as total page views.
Cookies
The site owner does not use advertising, analytics or tracking cookies and does not place any cookie of his own in your browser. Google (Blogger), which provides the site’s infrastructure, and Cloudflare, which is used on course login pages and for the tools, may use strictly necessary technical cookies or similar technologies to deliver and secure the service. As such strictly necessary technologies do not require consent, no cookie consent is requested.
External Links
The site contains links to other websites (academic publications, videos, news items, etc.). When you follow a link, the privacy and cookie policy of that website applies; the site owner is not responsible for the content or data processing of those websites.
Information Shared Through Contact
Information sent by email, such as your name, email address and message content, is used solely to reply to your message, is kept only for as long as the correspondence requires, and is not shared with third parties.
Course Pages and Course Login
Course pages contain course materials (texts, slides, images, audio, data, etc.), reading and viewing suggestions (links to articles, videos, news items, etc.), announcements, information on presentations and group work, surveys and feedback forms, and their aggregate results; the course page is used to present this content in various formats in one place. Part of this content is protected by a shared password announced in class, so that only enrolled students can access it and it does not appear in search engines.
The course login does not ask for any personal information such as name, student number or email address; no individual accounts are created; and no record is kept of who logged in or when. No personal data relating to students is shared in the password-protected area either; group and presentation lists are prepared using group numbers, topics and dates only. Consent is therefore not requested from students (KVKK Art. 5/1). Attendance is not taken and grades or exam results are not announced through this site. These matters and all official notifications are handled through the official systems of the institution at which the course is taught (such as the student information system (SIS), the virtual learning environment (VLE), the electronic document management system (EDMS) and institutional email); announcements on this site are general in nature and for information only.
To block automated (bot) access, Cloudflare Turnstile is used only on pages that contain the login box. During verification, this service processes the IP address and technical browser data on its own servers, which may be located outside Türkiye; the site owner cannot access or store this data. This use is based on the legitimate interest in keeping the site secure (KVKK Art. 5/2-f) and keeps the course login working without interruption so that students can access the materials: Cloudflare: Privacy Policy.
The files needed for the course page to work are, like those of the tools, delivered from the site’s tools.uruncan.com address through Cloudflare. In doing so, Cloudflare may process technical data such as your IP address and browser information in order to establish the connection.
Surveys and feedback forms are anonymous and do not ask for a name, student number or email address; Google Forms may be used for this purpose. Please do not include personal information in open-ended answers.
All content in the password-protected course area and all digital tools used for the course are removed from the site and permanently deleted at the end of the month following the resit examinations of the relevant semester (for the 2026-2027 Fall Semester, by 28/02/2027 at the latest). All personal data processed for courses in previous semesters has been deleted (KVKK Art. 7/1).
Tools
The tools on this site (such as PDF Tools, the Test Question Area Generator and the Test Answer Area Generator/Reader) run only on the device you use, inside your browser. The information entered into or read by the tools (settings, PDF files, signatures, passwords, questions, images, photos of sheets, student numbers, answer keys, scores, etc.) is not sent to any server and does not reach the site owner. It is not stored anywhere unless the user downloads it, and it is deleted when the page is closed. The site owner therefore does not process personal data when the tools are used. A person who uses a tool for files containing other people’s information (such as their own students’ sheets) is responsible for their own obligations regarding that information.

Your Rights
You may send requests concerning your rights under Article 11 of the KVKK (such as learning whether your data is processed, or requesting its correction or deletion) to the email address on the contact page.
